On 25 September 2026 at the HDB Awards 2026, ECAS Consultants Pte Ltd was awarded the Engineering Award (Design) by the Housing & Development Board for its Infrastructure Works at Lower Seletar.

About the Project:
The Lower Seletar Stockpile Facility is a 32-hectare strategic reserve developed by the Housing & Development Board to strengthen Singapore resilience against disruptions in the supply of construction materials. Designed under the lead engineering consultancy of ECAS Consultants Pte Ltd, the project aimed to maximise storage capacity while meeting stringent geotechnical, environmental, and operational requirements.
As a critical national infrastructure project, the facility serves as a long-term reserve of construction aggregates to support continuity of the built environment sector during supply shortages. The development was carefully planned to optimise land use, enabling a significantly larger storage capacity while reducing the overall land requirement for strategic stockpiles across Singapore.
To meet national land-use objectives, the project was implemented in two phases. Phase 1 was completed within an accelerated programme to provide approximately 1.3 million tonnes of storage capacity and facilitate the release of existing stockpile sites for redevelopment. Phase 2 completed the relocation of stockpile resources and expanded the facility to its full strategic capacity.
The project also addressed significant engineering challenges arising from varying ground levels and sensitive interfaces with the PUB reservoir, MINDEF land, Seletar Country Club, and BCA RMC plants. Stakeholder-specific engineering solutions were adopted to ensure long-term stability, environmental protection, and sustainable operation of the facility.
